Cosworth resurrection?

So I picked up my first Vega and it is # 2503. 1976,14,000 miles, 4:11 posi, 5 speed, antique white with white interior. Sounds good until I tell you it has been sitting outside for 30 years! Rust is not too bad but not good either. A quick clean up and now I will start with the motor. She is locked up solid! Ran a camera into the cylinders but could only see a small portion of the walls. What I did see looked good. Spark plugs looked good. Inside of the cam cover looked very clean. I tried putting it in gear and rocking the car. Felt the crank vibrate but that was it. Driveshaft rotates free and clutch functions. Have some mystery oil sitting in the cylinders. I want to pull the cam cover and maybe the timing belt to see if the cams and valves are free. Is this an interference motor? Nothing got past the air filter [there was a nest of acorns in there] as inside the throttle plates look clean. I have no history on this car as the original owner has passed. Oh, and the fuel tank was junk from old gas! Rusted above the fuel level. Lots of pinholes! I did buy a tank already. I am a Chevy v8 man but I will give my best effort to salvage the twin cam. But 250 for a head gasket!! Can anybody give me some advice?
