Hot Rod Cosworth Engine

Is it remotely feasible to build a racing style Cosworth Vega engine these days? I have 2 engines and would like to build at least 1 of them to haul the mail. Something like sleeves, 12 to 1 comp. , cams , at least 7500 rpm, 200+ flywheel h.p. I don't have a problem with having custom pistons made, but finding steel sleeves has me a little concerned. I would use light weight 4340 rods and have the crank tuned up at my favorite shop. Does anyone have cams in good condition and some general knowledge about them? My goal is to get CV #0278 into the 12s or 13s in the qtr. mile. It's already set up in many respects for drag racing, but I refuse to use anything other than a Cosworth engine.
